City OfficialsOn September 17, 1864, a meeting was called to take into consideration the advisability of incorporating under the general act of the state. The meeting was in favor of the scheme, and an election was called for September 30, for the election of five trustees. The trustees elected were Reuben P. Bell, A. Cholwell, C. W. Goodrich, Henry C. Dent and M. A. Cushing. The first meeting of the trustees was held October 30 and R. P. Bell elected president, and H. C. Dent, clerk. This organization held good three years, when on March 7, 1867, a city charter was granted. The city organized with four wards, and first officers under the new city charter were: John Stoner, mayor; Samuel Work, alderman, first ward; H. R. Kipp, second ward; John Sparks, third ward; H. C. Dent, fourth ward; M. L. Newell, clerk. This organization continued five years, when in 1872, the legislature having passed a general law for the incorporation of towns and cities, it was decided to change the style of government again, and incorporate under the provisions of the general act.
