Fieldcrest hires firm to search for new superintendent

The Fieldcrest Board of Education approved the hiring of a search firm to look for a new superintendent to replace Superintendent Dr. Michael Stagliano who resigned his position effective June 30, 2005. Board member Pat Schmillen said that in the long run it is more cost effective to hire a search firm because of the advertising costs and because of the expertise involved in the search process. The Board approved paying Consulting & Research, Inc. a maximum of $3400 to conduct the search.

Consulting contract approved

The Board approved the hiring of Rebecca Oltman to do grant work for the school district. Oltman, who retired as Principal of Fieldcrest South last year, has brought in more than $260,000 in grant money for Fieldcrest. She will be paid $50 an hour and, according to Superintendent Stagliano, is definitely worth the money emphasizing the need to have an experienced grant writer for the school district.

Citizens Advisory Committee report

CAC member Garilyn Wells presented an update to the Board on money collected for activity fees.
  • Participation & Activity Fees - $146,754
  • Fundraising - $31,628
  • Gate Fees - $8,212
  • Sport passes - $4,980
  • Total collected - $191,574
Wells said that $62,000 in fees has not yet been collected. She added that one family is refusing to pay for a student's participation fee even though the student has already participated in the sport. She added that the CAC is considering legal action to recover the fees.

Approved sound proofing for Fieldcrest West gym

The Board approved $4450 for the purchase of sound proof panels to be hung on the walls of the Fieldcrest West gym. According to Fieldcrest West Principal, Jim DeMay, the noise in the gym is distracting to classes near the gym and needs to be fixed. Apparently, the noise increase is due to the elimination of the stage which had heavy curtains to muffle the sound. The panels will be hung by the Fieldcrest maintenance staff during the Christmas holiday. Board member Tom Barth voted against the motion citing the need to curtail spending. Board member Chris Klieber also voted against the motion.

Potential merger of athletic conferences

The Board was reminded of the potential merger of the MidState Conference with the Tri-County Conference to form the Praire State Conference. Thirteen possible schools are being considered for the conference although the final number will probably be 8 or 9. Driving distances is the main consideration for some school's decision to enter the proposed conference. The new conference is scheduled to be in affect by 2006-2007 and will need the Board's approval in the near future in order for Fieldcrest to be included in the conference.

Delay hiring library aid

The Board delayed the decision to hire a part-time library aid for $4600 to help service the library collections. Cuts were made last spring to the library personnel. But Superintendent Stagliano said that the library is short of help and emphasized that reading is a foundation course and needs to be adequately supported. Board member Joe Kirkpatrick suggested that volunteers be recruited to help with the library. Stagliano said that volunteers cannot be held responsible or accountable like a paid employee. Board President Jeff Pickard said that efforts to recruit volunteers will be tried first before deciding whether or not to hire a library aid.

Board considers buying lot

An offer to sell a lot adjoining Fieldcrest West for $20,000 was proposed to the Board by the owner of the lot in Toluca. Board President Pickard said that it looks like a good opportunity for the school to make the area around the school safer by being able to control the activity around the school. Pickard asked the building committee to look further into the details of the property to determine if the asking price is appropriate.

Superintendent's report

Superitendent Stagliano updated the board on House Bill 750 which is part of a larger proposed school funding, property tax relief and tax reform. The highlights of the proposed legislation are:
  • State assumes 51% of the cost of funding education (this is the national average).
  • The bottom 60% of all income earners will see no tax increase if reform passes.
  • The bottom 20% of income earners will see a tax decrease.
  • Property tax burden is reduced by $2.5 billion statewide.
  • The education Foundation Level is increased by more than $1,000 per child.
  • Illinois gains more school funding fairness.
  • The state's structural deficit is eliminated.
  • Direct taxation of business decreases.
  • The $900 million tax credit to low and moderate income families will create an economic stimulus for local communities.
  • Illinois remains a low-tax state, ranking in the bottom third of all states in total state and local tax burden.
  • Illinois' tax system becomes fairer, more sound and sustainable.
On October 4, 2004 the City of Wenona presented a check for $28,995.48 to the Fieldcrest School District. This is interest money accrued from their TIF and is per the agreement with the City of Wenona and the Fieldcrest School District.

Wednesday, October 27th is the first day that prospective candidates for the school board may circulate nominating petitions for signatures for the April 5, 2005 school board election.

January 17th is the first day to file nominating papers for candidates for the school board elections.

Other news

Yard and window signs supporting the Fieldcrest referendum are being given out to local residents. Those interested in displaying the signs should contact the high school administration office.

The Fieldcrest Booster Club is offering a sign to the Fieldcrest High School to be displayed at the entrance to Fieldcrest High School. Booster member Heidi Koch said the sign can be used for announcements and general information.

Elaine and Gene Cunningham have offered to pay for the purchase of a time capsule for the new addition to Fieldcrest South if the school board will pay for the installation. Board President Jeff Pickard said it is a deal.

There will be a Veterans Day ceremony at the Fieldrest High School on November 12. All area veterans will be invited along with the general public.

The Board adopted the newly revised Board of Education Policy manual.

The next board meeting is changed to be on Monday, November 22, to avoid a scheduling conflict.
