City approves clarification of residential use in downtown area

The Minonk City Council approved an ammendment to Ordinance 2004-15 to clarify the
residential use of buildings in the downtown commercial district. The ammendment
was created to close a loophole in the ordinance that allowed construction of residential
units near the front of a building in the 400 block of Chestnut Street. The ammendment
provisions were:
Residential. Permitted in any story above ground level. At ground level, dwellings shall not
front a primary street and shall not be construced in the front 50% of the footprint of the
building. In addition, all residential units in the zone shall be provided with a
commercial garbage dumpster which must be located in the rear of the property.
Another ammendment was passed that stipulated that no fences or walls shall be permitted on
the east side of the alley between Chestnut Street and Walnut Street from Fourth Street to
Sixth Street.
Motel 6 TIF Funding
The council approved the second installment of TIF funding for the Motel 6 in the
Caroline Development. The motel is required each year to re-apply for the $30,000 funding
which is payable over three years. In a TIF I meeting, it was reported that the city
received $34,120 in sales tax as a result of the development in the TIF I area which is located in
the Caroline Development. A TIF II meeting reported that the Fieldcrest school district
is eligible to apply for TIF funding on any capital improvement or renovation project on either
school building located within the TIF II district.
