In response to Governor Rod Blagojevic’s 2006 Budget Address, Mike Phillips, (D-Lostant), made the following remarks.  Mike is seeking the Democratic nomination for Illinois State Representative in the 106th House District.

"The Governor’s budget message comes with opportunities as well as concerns.  I am pleased with the Governor’s goal of keeping a balanced budget and his placing education, public health and safety, and pensions as the State’s top priorities.  However, I am concerned with the effects that some of the budget choices made in Springfield might have on downstate Illinois.  We need a strong advocate in Springfield to ensure that the needs and priorities of our downstate district are addressed.

“Increased funding for education is an excellent goal for the State; it is my top priority.  A good education is an investment in the future that leads to better jobs, less reliance on social services, and lower crime.  In our rural district, there is a community school at the heart of most towns.  We cannot afford to lose any more of our schools to short-sighted budget plans. We need a strong advocate to make sure that the State’s budget for schools reflects the values and needs of downstate school districts and provides full funding for any new programs.

“This budget reflects changing priorities, and, when budget priorities change but the money stays the same, some programs will need to be cut.  The continued reduction of the state workforce, consolidation of state agencies, and redirecting of funds require that we have a strong advocate in Springfield who will work for the communities of downstate Illinois and promote their values.  As a downstate Democrat, I will deliver our priorities directly to the leadership in Springfield.”

Mr. Phillips is unopposed in the March 21st Primary and will face incumbent Keith Summer (R-Morton) in the General Election next November.  The 106th District covers portions of LaSalle, Livingston, McLean, Tazewell, and Woodford Counties.
