The Minonk City Council was given a first reading of an ordinance to approve the use of golf carts and other non-highway vehicles on city streets. The vote to approve the ordinance will take place at the next city council meeting on August 19. The ordinance specifies the equipment required to make the non-highway vehicle legal on city streets and also requires owners of such vehicles to apply for a permit with the City of Minonk and sign a release of liability.
Specifically, the non-highway vehicle must have the following equipment:
- Red reflectors (front and rear)
- Brakes and brake lights
- Turn signals
- Steering wheel apparatus
- Tires
- Rearview mirror
- Headlights
- Tail lamps
- Seat belts for driver and passengers
- Proof of liability insurance
- Signed release of liability
- Valid drivers license
- Horn
Additional requirements are:
- Drivers must be at least 21 years of age.
- The speed limit for non-highway vehicles will be 25 mph.
- Cannot drive on US. Route 251 or on Chestnut street between 4th and 6th streets.
- All vehicles will be inspected by the Chief of Police before granting a permit.
- Violators of the ordinance may be fined $150 or have their permit revoked.
- Use of non-highway vehicles can be restricted during inclement weather.

In other business, the Council approved an amendment to an ordinance regarding the part-time police officers standards to meet new regulations adopted by the Illinois Law Enforcement Training and Standards Board.
Public Comments
Marsha Anderson asked if the City has found out the source of the water leak from Clara Arrowsmith's house which resulted in an excessive water bill. City Administrator Gary Brennan said there is no way the City can determine the source of the water loss. However, he said the City is ordering a new water meter that will record the amount and time of any excessive water use so that excessive water use can be detected immediately and action taken.
Minonk resident Jan Hovey said the use of golf carts in the city will be greatly appreciated by owners of such vehicles citing the fact that her family makes extensive use of their golf cart at Lake Wildwood.
